Information Technology Industry Policy of Tamil Nadu Meeting the Challenge of Growth
The Information Technology Industry in India is a fast growing segment with growth rates exceeding 50% per annum. Tamil Nadu's contribution to the IT Industry has been significant. With Information Technology penetrating every industry, an enormous potential for growth for the industry in Tamil Nadu is foreseen. In fact, the projected revenue from Tamil Nadu as per the IX five year plan put forth by the IT Industry for the year 2001 - 2002 is 13,000 crores (Rs. 5000 crores in Hardware and Rs.8000 crores in software). To achieve this, the State Government has drawn up an industry - friendly IT policy with focus on accelerating software, hardware industries and associated services growth, increasing export earning of software and hardware sectors, developing and upgrading the required manpower skills and stepping up the quality of life in the state.
Tamil Nadu has to its advantage a well - developed industrial infrastructure, ranging from heavy industries, refineries, an international airport, two major all weather posts in Chennai and Tuticorin and six minor ports. The state has a well connected road network of 170, 500 kms and over 75% of the villages are connected with telephone lines. In addition, Tamil Nadu has got comparative advantage in terms of availability of a large part of manpower with aptitude for computers, high class educational facilities, competence in English and good infrastructure.
Tamil Nadu institute of Information Technology: Creating Brain Power for the Future.
Recognising the need for focusing special efforts on generating large number of skilled manpower to meet the present pace of development of the Information Technology in India, Government of Tamil Nadu has taken a visionary step by setting up the Tamil Nadu institute of information Technology (TANITEC) as a unique center of excellence. The institute aims to produce high manpower , upgrade quality of education in the states it institutions & step up applications for it for improving the quality of life of the people.
TANITEC plans to achieve this mission by conducting part-time and full-time undergraduate and postgraduate education programmes in information Technology, continuing education programmes through networking with the educational institutions in Tamil Nadu, especially in the area of information Technology to upgrade their IT training programmes and skills, carry out Research and Development with special focus on applications of Information Technology, computerise the operations of the state Government progressively leading to a more responsive and effective administration, providing software testing certification and quality assurance certification.
TANITEC has drawn up a three pronged strategy to make Tamil Nadu an 'Intelligent State' where information Technology will be utilised in all aspects of life. The strategy comprises Education, Research and Development and Upgrading of Infrastructure of educational institutions by networking the whole State by VSAT, facilitating greater use of information Technology.
TANITEC, thus, keeping in view the needs of the industry, will contribute largely towards stepping up the pace of IT industry in Tamil Nadu. For quality of manpower available in Tamil Nadu would become much superior to that available elsewhere in the country. Secondly this would also provide a cost and competitive advantage to industries based in Tamil Nadu. While the incidental benefit would be employment generation in the sector, leading to better quality of life in the state.
Information Technology Infrastructure
Towards setting up an institute of the highest standards, TANITEC intends to create a strong infrastructure equipped with the latest facilities. This includes state-of-art technology in all aspects, fully computerised and networked with internet right from the start, building up a data network for entire Tamil Nadu covering all educational institutions and research establishments,with the best faculty in the field.
TANITEC is registered as a Section 25 company under the companies Act to provide required participation by the industry and flexibility in its operation. Initially, TANITEC will be linked to Anna University and gradually will be developed into a self-financing University.
TANITEC firmly delivers in having close links with the industry, creating a symbiotic and synergetic relationship between IT industry and academic community. The manpower trained by the industry puts an additional cost on its operation and the Government can help this knowledge intensive industry by providing trained manpower. In turn, the success of TANITEC and developing it into a unique institution of excellence in IT will depend critically on the contribution made by the industry in terms of financial assistance, association with the Government of the institutions and also in providing project work, training and faculty.
